Yes, as soon as you make your demand thats RP, the Rule only says all fights must be a result of RP, not whos RP, so the trader can attack.

Really? That surprises me. I'd argue to the contrary but regardless, I've had sanction reports I've filed which were processed in which I gave several lines to the trader and he opened fire on my wordlessly. Perhaps an admin again clarifying would be good. It really is poor form for the trader to do that anyways and if it is allowed in my opinion it would be a good idea to close that loophole.
