Abuse of Power Complaint to Admins Via Bretonian War Cabinet/BAF

As the BPA faction leader, I voted in favor of destroying Blackpool. I've listed my response to the abuse of power complaint, my reason behind my vote, and the accusations towards Summer.

The main accusation of this is that Blackpool was destroyed through means that the Bretonian Government wouldn't have had in RP, ie done through oorp means. Did we have that level of access in RP? Yes. When he made the request for Blackpool's initial construction was submitted and then accepted he entered into a contract with the Bretonian Government, a contract which stated "All stations must be accessible at all times to all Bretonian law enforcement agencies; this includes the BAF|, BIS| and BPA).". Now 'accessible' is open to interpretation I admit but it is implying that we want access to the base in order to ensure that it used properly. It is the RP way of saying that you can't claim we don't have any presence on the base. The oorp game mechanic of the base passwords is an extension of that of that intent and as such is a viable way of simulating a BPA officer coming aboard and matching into command center to take over. As a member of the law the station crew would have to obey the officer.
The Bretonian Government doesn't even let cruisers pass through Bretonia without being escorted and gets even jumper with Battleships. So you can imagine the feeling about a base, not owned by Bretonia, sitting along a major trade route with the firepower of 5 battleships, a base that is owned effectively by Bounty Hunter scum.....There is most certainly a strong Bretonian presence maintained on the base, and most certainly the government would insist on being able to control the bases defenses. As we do, forcing people to make an additional request in order to make platforms isn't just because we enjoy the paperwork.
I say that there is plenty of facts which support that fact that we had the ability, in RP, to be able to destroy the base.


Now as for the reasoning behind it's destruction and why it was terminated without prior notice:
As previously stated once gaining approval to build the base he entered into a Contract with Bretonia, breaking the conditions of a contract gives us the right to respond in the way that we see fit, whether it be a warning, fine or termination.
-Blackpool's IFF was to be set to BPA, which is initially was, as those hostile and friendly to BHG and Bretonia are different. The IFF for the station was changed without notification or permission.
-Dock access is required for all bases within Bretonia for BPA), BAF|, etc. Access which was removed, also without notification or permission. What other reason could possible be for that except that he didn't want any lawful forces on the base, which isn't something that provokes an imagine of lawful obedience.
-Several ships were attacked by the base, a matter which should never have occurred, which violates general Bretonian Law. He has stated that this was the 'test' the base defenses. For starters why he would need to is beyond me, given that there is plenty of material on the subject. To test it on the base which sits along a trade route, when there is the other Blackpool Production base which also has platforms that he could test, out of people's way. Also since the base should have a BPA IFF why he needed to change the base defense set when he could just use a pirate IDed ship that would do the same job, also without bothering people.
-Then there's 'jokes' about how fun it is to blow up ships with the defense platforms, selling it off to Bretonian hostile people and putting tolls on the Manchester. Given the other above points I'm more inclined to not see them as jokes when some of the conditions for the base is ignored, we get shut out of the base, and then 'tests' which looked to me to be the same as when I was testing how effective the blockading abilities of Goldern Coin was.
While I initially suggested just removing the guns I later decided against it when I realized that he could still lock us out, have a impenetrable base and still be able to rebuild the platforms. The risk of having a Coin type base within Bretonian along one of the major trade routes was too great to take the chance. Given at how the base was beginning to seem increasing hostile I fully supported that the base should be removed. While he has no doubt spent many hours and great amount of credits in building the base he also created a set of circumstances which resulted in the loss of trust of the house he was in, those who truly care about their possessions shouldn't place them in harms way. You don't park a expensive car in a tow away zone or rocket down a road at 150km/h and then complain when it gets taken away from you. The base was becoming a danger not only to Bretonia but to the freedom of movement to every player in Bretonia.

The base was destroyed without prior warning because simply if I have to destroy the base then there's clearly a lack of trust. I didn't trust that he wouldn't lock us out and turn the base hostile just for spite or to sell the base to someone who would. As a police officer in discovery you learn quickly that people will do or say anything to avoid parting with credits, I've had people take an extra 3 systems just to bypass me and avoid a 500,000 fine that would've sent them on their way. As a long time BPA I've learned that people pay less attention to the police then they do to pirates, and as such often harsher measures are needed then would normally seem to apply. When you have to deal with players who try to find every loophole of the law or dock on your own base to escape you, I find that when dealing with lawbreakers that you need to ensure that they can't avoid you before you launch into their crimes. There might not have been any post before hand but after the base destruction my first thought is that we should make a RP post about this, naturally Summer had already been working on one...so while there might of not been one beforehand we certainty were going to make one, we hadn't planned on taking it out without any sort of notification, whether it be before or after.


There have been several accusations towards Summer. All of which are baseless, Summer is the 2ic of the BPA, he doesn't have ultimate power over Bretonia. The decision to destroy the base was made by the War Cabinet, a matter which not only had a majority vote but also the votes from the BPA, who's primarily responsible for bases within Bretonia, and the BAF, who's secondary responsible. As per the rules of the Cabinet it's the faction leaders who's votes that count, the 2ic's bring matters of importance to the attention of the Cabinet, providing suggested solutions and advice.
Summer's role in using the base access code to disable the defenses is purely due to the fact that he manages the section of the BPA regarding licenses. The code could have just as easily been used by myself, he should in no way be held responsible for it's use. If it is decided that there should be a punished for the use of the code then I demand, as the faction leader of the BPA, that it should be placed on me not those who just carry out the wishes of the Cabinet.
Summer is a good lad, and is was far more upset by the bases destruction the I was. I've been a BPA far longer then Summer has, and have developed a very strong sense to protect Bretonia from those that simply ignore the law. I believe that destroying the base was the right call, and as the BPA faction leader it's both my right to make that call and my responsibility to deal with the repercussions of it should it prove to be wrong.
