Greetings.

There is no tax for the transport of goods into or out of the Pennsylvania system. As for an escort, any tagged Liberty Force vessel can assist you should the need arise. With that out of the way, I find two possible issues we may encounter that I'd like to make myself clear on now.

No warships except those in service within the ranks of the Liberty forces are permitted within the house of Liberty. Warships are classed as any ship of destroyer, cruiser, or larger. This includes the Corvo Cruiser, a ship famous for its research and reconnaissance capabilities.

Your capital class vessels are not and will not be welcome in Liberty space. If found within Liberty space they will be told to turn around and depart. Failure to comply will result in the application of force to remove them. We consider the Pennsylvania system to be a part of Liberty space.

For the purposes of this section, the borders of Liberty space are defined as the entrances to the Bering and Hudson from Texas, and Bremen from the New Hampshire system. Members of the Liberty Forces are authorised to enforce this embargo on both sides the border.

Any vessel in violation of this embargo, and which resists arrest by the forces of Liberty, will be terminated. Vessels which evade capture or destruction will have their docking rights in Liberty space revoked.

While I've never been to the Omicrons myself, my stellar map shows that they typically lie to the Sirius "East" of Liberty. This allows for two direct paths into Liberty, one through Kusari, and the other through Rheinland. Regardless of your intentions on the matter, we are at war with Rheinland, and any vessel carrying trade across our borders with them of any sort not permitted by our laws will be dealt with accordingly. This may limit your options on the matter to some degree, and should be considered before you commit to any trade runs.

As for the matter of a Freeport, the war makes things difficult out there. Additionally, many of the vessels that you as a Zoner use for your trade have no proper mooring points in House space, making upkeep difficult if not impossible. I would advise that you establish your reputation within the Republic further before we give consideration to granting you license to build a modular facility in those regions.

You should read the Laws of Liberty, especially the sections I've noted above, to help address whether or not your organization can find it worthwhile to operate within our space. I hope that this fully addresses your request for advice.
