Pob's are considered players as far as I know, so attacking a POB is much like attacking a player. Regarding NPC bases, even though it does not take damage, It's a rp enviorment, same way I engage whenever people break the NFZ and shoot the freeport, So yes you can engage.

Were fools to make war on our brothers in arms.
