You can have as many IDs as you want OF THE SAME TYPE -You can have for example, a BAF recruiting ship, going around with a load of BAF IDs, its only when you have 2 IDs of different types that you start breaking the rules. Even then no-ones going to sanction you for having two if you just got given one, and are docking to equip it, and sell the other.
