actuallly on second thoughts.. I don't think there needs to be a special way to make a draw for BPA..

just think about it.. the worst case for BPA...

1. they get overrun (say only 2 of them remaining against 4 LH)...
2. LH takes the transport.. and start to move out...
3. then the BPA reinforcements from New London arrive...

The remaining 2 BPA will start to attack the transport.. as well as the newly arrived BPA (if they catch it...).. if they kill it it would be some kind of draw ( or more an LH loss maybe.. since prisoners got killed)

There is really no reason for them to destroy the transport before that...

also the "timer" for the forces to start off New London should be set to a higher one... LF fights tend to last long... so some 30-45+++ minutes.
