In my humble opinion, the real problem with Kusari is its player-base.
Nobody is ready to do concessions or keep a civil enough mindset to make factions cooperate with each other.
Without unlawfuls, lawfuls are dying out in boredom, and vice versa.
The faction leaders didn't make much effort to promote activity or even to merely react to players actions.
We're facing the consequences of this apathy since several months.
I already ranted about the way the government is handled by the people in charge.
I participated in that government chat. For two periods of time.
And it was just sitting on one's bottom and getting into endless discussions leading to no where. Hence why i left.
The way Kusari was treated in 4.86 lore isn't perfect, sure. But it's a false problem.
Nothing supposedly stops people to have fun as it is, as long as they learn to entertain healthy relations with the others factions in their zone of influence.
