Good idea and all that but it again comes down to the fact that old Kusari was isolationist, see that doesn't work for a house that well because of economical reasons, that coupled with the fact of state-backed criminals pirating down any and all foreign transports is a HUGE set back to the economy.
Samura -no matter how large of a corporation it is- is not sufficient to back the economy of an entire house with it's vessels alone and most of the gas is owned by the GMG, not the state.
Now take all that, and add in that Kusari's military and economy has been crippled completely, so by continuing to out foreign entities their economy won't be stabilizing anytime soon, of course, Gallia -has- forced trade with Kusari so that's a bit of a saving side, but really, isolating the house is a completely wrong move.
It all comes down to the devs caring about that side of sense of course.
- The isolation is a one way streak. Exports are fine, imports are seen as bad when gaijins deliver them. Especially when you look at what synth foods did to Kusari, that added a whole lot of hate, fear and xenophobia. But if Samura or the hogosha imports something from other houses the people tend to not take heed of it or mind it at all. Kishiro similarly but they are still hated for other reasons.
- I do not think you realize that Samura is roughly 70% of the Kusari economy (perhaps 60% now) and the largest corporation (by lore) in Sirius
- Hokkaido provides enough fuel for the house to be self suffecient in it and independent from the GMG, I will however admit that it wouldn't allow for a lot of wiggle room or exports. And rationing might be necessary in the future unless Samura per the devs 'gets better mining equipment' as thats their inRP reasoning behind the 2.5 mining bonus instead of the 3 that the GMG gets. (ooRPly its the fact that the field is closer to bretonia, in terms of total systems jumped)
