Yes, i think a term "Terrorist" is going slightly too far from what we want.

Actually, I would like to see something like this.
For example, Farmers would never pirate a Trader carrying food, they would kill it, and they should.
Outcasts should be able to kill Artifact smugglers without asking for tax.
Corsairs should be able to kill Cardamine smugglers without taxing.

Etc etc.
Every faction has a specific enemy and a commodity that goes with it.
Or simply ditching the generic trader ID and going for the corporation if you want to trade.
That would make things much easier.
