As a preface, this treaty is not a new thing. It is an expansion on the existing treaty allowing KNF and RM forces into each others house space, up to the border stations.

That is a good point, I didnt know that. I will bring it up with the KNF leadership log back on and we may modify the treaty to reflect that.

This is covered in a previous treaty signed with the GMG. The treaty can be found here. This treaty allows Rheinland forces free access to lower sigma 13, and allows Rheinland forces to use the trade lanes leading from the Frankfurt gate and all the way to Honshu with the intention to enter or leave Kusari space.

They will probably both dislike this turn of events. The LWB and AFA have alrleady approched me on setting up events to raid Rheinland Military units in Kusari, and Naval Forces units in Rheinland.

It is a bit of a shift, but seeing as Liberty units are currently in Leeds fighting Gallia, I dont think it is too much of a stretch. This treaty affects military units only, not cops, and is limited in its scope. The goal is to provide a basis of cooperate between Kusari and Rheinland as houses and militaries that has currently been lacking. This patrol treaty will not be taken for granted and used as an every day expansion to the ZoI, but as an occasional activity to build ties between allies.
OORPly, this addresses a point of disparity between the nations' two armed forces. In Kusari , there is plenty of role play to go around, but the KNF has mentioned that there is never anything to shoot at. In Rheinland, there is always plenty to shoot at, but the role play is stale and lacking for military pilots. This allows KNF players to remain in their faction and occasionally come to Rheinland to fight nationalist LWB. It gives the LWB faction something to do. It allows Rheinlanders to enter Kusari for fresh role play with factions they have never met, and gives the nationalist AFA movement a new enemy to fight.
I expect many other factions will have something to say about this, low activity factions like the farmers of both houses, the Hogosha, the Hessians, and the Bundeschuh. All in all, it breeds and promotes activity, and injects something exciting and new into the two currently stagnant nations. There will be bumps along the road, like the one you brought up about Aomori. These will be addressed and the treaty modified as things come along. All in all, I believe that the benefits of this agreement, both inRP and OORP outweigh the pitfalls.
