I agree that they should have very specific targets that they can deal with as terrorists according to their RP, even if that means, in the case of Xenos (or as Zelot put, the Farmers), a broad list of targets. But then again, a broad list of targets isn't every single ship in space. At this point, not even Mon'Star can justify (I'm guessing) killing every single ship in space. I don't think he'd kill Psi.Borg.

Basically putting, I agree giving limited terrorist powers to these factions, but only towards their disaffections.
