Seems like you already have trouble. And I can confirm seeing a death message for an IC| vessel in Honshu slain by the very same RNC as I was flying around last night. Honestly, this was exactly my fear from the moment I first saw the treaty. I like the explanation for what you're intending, and I hope it helps with organized groups like [KNF]/[RM]/[AFA]/etc.; however, I expect you'll have even more trouble with Reptile and company(and those like them) once they read and understand the treaty. Best of luck in sorting it all out.

These problems could be partially solved by limiting the treaty to snubs and maybe gunboats. However, we wanted to try without limitations first, because maybe it would turn out alright anyway...
