I guess the thing is Bases take a lot of investment, usually more from the defending side than the attacking side but its still a large time investment. Because of the amount of time people have to invest into it they're willing to break a few rules if it means they can make thier investment worth while. I've been chased off a base I was attacking in the past, theres very little in this game thats more frustrateing than dedicateing 8 hours to a siege, starting to do damage, and then having to flee. But it seems some people lack the self control to not break the rules out of frustration.

In additional to what I said there, I definatly think bases should take a long time to kill. Although I'm not entirely sure about the specific circumstances of these bases (SFC| are not and don't plan to have any involvement in this incident) I doubt I can give a fully informed opinion on it. However, from my incidents with bases in the past, both siegeing and defending, the issue isen't so much the consumption rates, or how long the shields last, or how much damage you can do. The issue is that people can pretty much leave an infinite number of transports fully of resupplys sat on the base. And they only need enough time to log one of those and empty it and the base will last indefinatly. But you can't take away that chance by speeding up the damage, because then the defenders will have NO chance to save it. But within game mechanics, I don't see how you can stop people doing it any other way.

Yes an SRP would work, or make it so that official factions have to allow the base to be built, or anything between the two. The issues you then face is, what about the bases that are currently standing, and should we just get rid of the consuption rates all together and make them invulnerable if they are made SRP. Because, quite frankly, they may as well be right now for how hard they are to kill. The only way to kill ANY base is to either saturate it with so many battleships it can't cope, or hope that the owners make a mistake.
