Actually Joey, i think the sairs would let anyone terraform that thing- as we are kind of fighting for a planet where we can grow food and live and whatnot...it would kinda solve most of the reasons the sairs are out for constant war and all that jazz...
But: no one will terraform this thing for the sairs, and everyone would realize the sairs would do literally everything to kick you out and off that shiny new terraformed planet( or simply capture it and kill you as son as a result is in sight)
At least that is my take...

Edit: and for the Gaians...if the sairs have much less pressure to even fly to bretonia, they can probably take a hit in their connection with the gaians, as the gaians need the sairs , too. Furthermore- it has been a while since any Gaians came to Gamma, so they might not even know what is happening over there, too
