How is this, an ECG ship clearly firing on an Order vessel, lacking in evidence compared to...

This, an ECG vessel next to a [ZA] base, it isn't even clear whether he's undocking or not,

This, an ECG saying "hola all Corsairs" (is he breaking Corsair laws? Seriously? He just greeted), and,

This, an ECG on the ship scanner with no clear identification of his presence there. Unless, in the case it actually was that Osiris over yonder, shooting at NPC bases suddenly is reason enough to start harassing players.

It's their decision who they decide to shoot

And why was it initially not a big deal ECG shot an Order vessel, but when they even dare come in the vicinity of, God forbid, an official Order| vessel, it's a red alert situation?
