I'm guessing you want said new planets to be terraformed for the Zoners?

inRP, it's doubtful that the same Zoners that wished to run from the shackles of house space would want to establish what amounts to a mini house by establishing colonies on two planets much less one - and pay exorbitantly to do so, especially since there are only a handful of Zoners living across stations throughout Sirius.

The corsairs, if they didn't stop the efforts in the first place, would just take over two newly viable planets that can be used for food production, as soon as they were ready - and it's unlikely that they'd be willing to allow for non-corsairs to establish habitable worlds deep in their space.

ooRP, it would be something completely inappropriate for what the Zoners are supposed to be (assuming that you're talking about having Zoners terraform the planets) - if I remember correctly, even Gran Canaria was controversial - as Jinx said before, the Zoners are supposed to be a faction that's looking to make a home in the fringes of space, and they aren't supposed to actually achieve that goal.

Having the order just whip up a nomad "reverse planet killer" or any other deus-ex-machina plot device would be nothing short of powergaming and supremely silly.
