A government which has authority over Zoners is exactly what Zoners "fled" from in the first place by leaving the housing behind and "chasing" independence, isn't it?

Let me reword that. Not necessarily "government", but bureaucratic nonsense and organizations that limit their freedom.

It will not have "ownership" of zoners, it will be one body representing a group of factions, and will be legal to do so in the factions that signed it. those who do not sign it are not expected to follow us and its completley fine and fair.

Re-edit : zoners are not bound to follow rules, only the ones that they have dictated for themselves, this is not an attempt to govern all zoners, but it will have status on those who sign it ( and I don't see why the majority will not sign it, its a good thing overall )
