I would certainly hold BAF responsible of they allowed an indie BAF group to build a hostile base at the jump hole in Salisbury.
This is why LN and BAF have application processes for PoBs, otherwise they attack them fervently to prevent this kind of abuse. It amazes me that they managed to let the Mollys get away with building Coin, but I'm not gonna blame the Mollys for that. Kudos to them.
I understand your point, but we couldn't do anything about it. It's quite not the same as a military organization, where you can role-play secondary-primary fleets or the law enforcement. Zoners are not organized, they don't have such bodies to control those who declare themselves as Zoners, every station has their own people, own goals. InRP it wouldn't make sense to forbid them to place bases near the jump holes in 74. Also, to be honest they wouldn't even listen if we asked for it.
