Fun fact:

This has been tried and has been brought to it's own knees four times over the course of a few years. Hence why we have the 'Council of Freeports' now.

Pretty much what Wolfs Ghost said.
Zoners are much to diverse for one faction to rule them all.

Freeports are a good way to represent the local Zoner group, it doesn't really work when you go bigger than that.
