No-Fly zone in Omicron 74, recipients detailed

Am i to understand that the ZHR| is not allowed in Omicron 74,?
and why i am asking this is because , we ad the ZHR have supported,
Order whit Medical treatment, and along whit TAZ, we have also helped
the innocent refuges, whit shelter and loggings, from this insane war,
and all we have gotten in return, so fare is the destruction of our own homes,
in Omicron Theta, and if you block us out of Omicron 74,
we cant get to our new home, i hope that it is a simble misunderstanding,
