I think the biggest flaw in this whole idea would be your limited customer amount, since after all, one would first need a ship worth 100 millions in order to rent 100 millions.

I also had a further idea - Savings Accounts. Paying in money into the First Sirian Bank means that you collect the interest - the more you deposit, the higher the rate of interest.

Long-standing customers would also be eligible for loans at preferential rates of interest. I.e. invest when you have the cash, and then when i see that you are a normal player, when you need to hit me up for 100m, i'll look upon it more favourably

Saving accounts sound like a great idea, however i guess you'd need a reliable customerbase first.
Another idea would be to give those that invest into a savings account a share of your profit, taking their money to rent to others, but carrying the risk&work yourself.

Savings accounts do sound like a good idea. But as Talesin said, you'd need to make the interest rate enough to 'invest' in your savings accounts. maybe an interest rate of 5% when their money is used in a loan, 2% if their money isnt used for your loans business. Also give them the option:
take the lower interest rate and have complete safety, or allow them to give permission to use their money in loans and in exchange they get a higher interest rate.

I'd put money in, if i could get 5% back in interest.
