I see nothing bad in their RP hostilities, neither that in their agressive-zoner style.
While trying to follow the lore (as you say) you forget about the RP process itself.
What is wrong in trying something new?
I agree that inability (as you say) to communicate is a bit irritating, but you have what you want: "RP with guns, PVP=RP" and so on.
Did these guys raid NY? NB? As far as I understand they simply sit at Omi-74 and maintain their stronghold, while you bring characters from all over the Sirius to provoke them (hence agreed, that silent engage is no good, but if you were true roleplayer, you wouldn't complain about that, see RL).
You make them look like a universe-evil, while being troll yourself. Because it is easier, and because [Angels] seem to not to do their job.
Then, after all, you complain abouth Disco is dying and activity is low. I say - eat that.
