I'm going to propose 4k more armour. Which puts its base at around 19500 armour. The thing could probably survive a nuke, and it stays in line with the idea of variety. When balancing, you really only have two options, one, to make everything the same, and two, to make things more different. Maneuverability and armour are not equally transferable, that is, it takes a lot more armour to equal a bit of maneuverability, and the more maneuverable, the more armour will be needed.

I suspect 4k more armour will balance the titan against its classic opponents, as the armour boost to the Bret GB (bret gb is a tank, and has nearly a cruiser's armour rating) balanced it against other GB.

I also think its a logical fallacy to assume that its ok to have an unbalanced ship in one class, if the other ships of the line are made better. The whole line is horrible, and you only want to fix the HF? or the LF? thats ignoring the fact that again, these things do not transfer, a **** VHF being replaced by a strong LF makes the problem worse, and ignores the fact that the issue is a **** VHF, not a **** line of ships (the line may be ****, but with a decent VHF, it would hardly matter)
