Maybe I'm wrong, but I thought that the planets of Kappa have a "Zoner base" label simply because there is no AI or Monkey tag and they don't have to do anything with the Zoners. I always treated them as such with my character. I'm not even sure if they have inRP Zoner inhabitants. So I think calling them as "Zoner bases" is attributable to the limited game mechanism. Also, I always wondered why don't they belong to the Freelancer faction.
