I don't think you properly appreciate the amount of time, manpower, and resources involved in making a shipyard that is capable of producing military grade ships let alone capital craft. Additionally, do you really think Gallia would /let/ them just set up shop in Kusari space?

Liberty might build a few things for them, but I still see that as unlikely. Liberty likes to just be the strong arm of the spess law, keeping other factions weaker helps them. Kusari really isn't dependent on Gallia, it just can't fight Gallia.

The war against Liberty isn't. Meaning that besides all the show in the server neither side really is trying to wipe out or invade the other. Liberty wants some of Rheinland's nomnom research and Rheinland wants to prevent Liberty with playing with aliens that nearly destroyed Sirius. Right now that conflict has reached a head with Munster out in Bremen where inRP most of the fighting would be taking place.

Rheinland doesn't need to divert forces to Kusari anyways, since inRP they're just building ships for Kusari. However Rheinland has a lot of interest in seeing the newer Kusari government successful due to economic concerns. And I can assure you, Gallia isn't stupid. They're not going to let a minor annoyance become a serious problem, they'll just stamp out the Exiles should they try anything stupid like building a shipyard in open space or take over Kyushu.
