Mollys actively cooperate with Gallia, even trade with them. Not sure if "unfriendly" is fittng. Probably rather "negative neutral".
Rheinland, from what I know, ALG worked with Gallia and traded there, as well as what's been pointed out by Pavel. Pretty sure positive neutral (or just reducing the "neutral"s to only "neutral") would be more fitting.
Didn't OSI used to trade in Gallia?
For Libertonian or "half-Libertonian factions": Cryer, though I honestly don't know where they see themselves, to me they don't seem very Libertonian anymore. Unfriendly to negative unfriendly might be more fitting, but I guess the faction itself might know better about it. They also fight the Outcasts. But on the other hand, they run a base in Cambridge.
GMG - I'd put them as negative neutral. Depends on what the faction wants though. Can't remember how they got along - or not.
Xenos are clearly hostile as Libertonian nationalists.
