So in essence you're imposing your personal opinion/s on other players through the medium of the server's roleplaying environment. Metagaming at its worst.

Demanding payment for building bases in house space. Making cardamine illegal in some specific territory. Making groups in general.

All of the above work just the same as what you have described. Forcing your rules on players through RP.
