Ive actually seen the perseph a couple of times, though its a shame the zonerzonerzoners dont take it out more often

Some POBs have integral functions, like Kings Cross or Long Island Station. They where built because of a need for something specific. I say give the base owners a week of a free pass while everyone re-makes their stuff. After that, they can supply it. Maybe add a bit of admin cash to stimulate trading with POBs.
