There will be a -playable- bretonian carrier but it wont be available instantly during the first weeks of 4.87. There are few RP stages which we planned about Southampton Shipyard as well as the carrier which are going to take some time before they are implemented. The plan to implement that carrier was to bring it as NPC prototype inside the shipyard and in later update to become a playable ship. In that way, inRP, the players around will see that this carrier is under construction and once "few of them" are ready, then they can become playable.
(The current carrier that jinx have posted is the prototype while the original ship is going to be modified and balanced before becoming a playable one. That may take some time and its entirerly up to the devs. In short the current model is not the final one.)

And not only the engine... The ship should look "bad" or somehow odd because of the limited resources and time. It should not be perfect nor looking "fantastic" like a new toy for bretonia fleet...in fact it should represent the hardworking efforts of the shipyard to build few for limited time with minimum resources.

That is simply impossible in RP because Bretonia would have approximately ~ 10-15 bs remaining and most of them are going to be part of NL fleet. Not to mention that southampton is NOT building dunkirks as a priority because of the time and resources plus...they are not effective due to their limited numbers against the *150 valors. That is why Bretonia is about to build few carriers to "carry" their remaining bombers (which happends to be thousands) in order to do their best annihilating as many valors as possible with quick "Hit-and-Run" tactics. That is far more better than building dunkirks which would only end up as debris field around. That is why few carriers, escorted with the remaining Dunkirks would be a stronger "core" than a fleet consisting of only battleships.
