Question: Escape pod auctions

I would like to roleplay a slaver kind auction service what can eliminate named targets than offer their escape pods for sale.

Unlawfull and lawfull sides both can pay for the pods aka. buy the named characters.

I would like to get some appropriate answers about the following:

1, Is it possible to advertise bounty hunting services with freelancer ID?

2, Is it possible to eliminate various targets upon by requests?

3, Is it possible to roleplay an auction to sell the pods of the targets?

Any idea how can I solve this within the rules?
