I've not voted on this, for the simple reason that I don't think there is s solution to the capship 'problem'. There are far to many battleships flying around, but making it harder to get one wouldn't stop that. If someone really wants a BS they will jump through all the hoops you place in front of them. Even if it means that they have to *shock horror* write an RP for it, they will still do it and you will find yourself with just as many BS's as before.

If someone can find a way of dealing with this that both encourages people to get on the forums AND reduces the already vaguely elitist feeling hat there is to disco then we will have a winner, but as yet i don't see it.

The closest thing to an 'ok' solution is the elected body of players (not admin) who reviews the RP of all the independant BS's but even this promotes in group/out group behavior...
