my opinion:

Put them in guards.
and sell a Guard ID (arround 30 milions) that allow the player to fly thing bigger than a GB. And you must be full green to buy the ID.

AND

Players must ask permission from the PC faction to buy a BS. But I think restricting to guard is enough.

Raising the cost has already been done, yes indeed it has killed a bunch of capwhores but doing it twice is maybe too much.

BTW I know that when players are trading. they are not RPing alot and they don't have a lot of RP encounter. But when it come to kill multiple NPC to fix the reputation. They stay in one location and have more chances to see some RP. They will stay at least an hour in a system killing NPCs instead of passing 2 minutes in a system during trading and so, missing some RP chat.
