I have 16 ships now... apart from one transport all are bombers and smaller :$

I don't see any restricting short of placing them on lost battlestar working.

Requiring permission from dominant PC faction would be nice.... but hard to put to reality...

I would also say that prices of GBs and Cruisers should be slightly increased...

GBs to ~50mil
Cruisers to ~200
BCs to 400

EDIT: Btw.... what I really don't like is when some noob that just spend 3 days going NB-NT... buys his BS and expects [RM] players to listen to his orders... because he has bigger ship
