What does a roll back mean? If you bought a gun on date Y and game is rolled back to date X, does that means the gun you bought your char on date Y or money you made on that date Y will not be there when rolled back to X ???

Yes, it means the server will be restored to the way it was at the time the backup was made. All your equipment you bought after that the rollback date will be gone, all money you have earned or spent will be returned to what it was as well.
