Yes, capital ships should be for approved factions only.
Its just gona make people quit the server I think.

Yes, require permission from the dominant PC faction.
Its gona be very hard to police such a thing

Yes, have a council who would reveiw members for their purchase of a capital ship.

Yes, just put them in guard systems.
Makes people earn the right to fly them and get full rep with said NPC fraction

Making them more expensive will just make traders trade more and still buy it regardless of price because they Want to fly it
