I like a lot more the new ID proposal of yours- now it is realistic thing.

I must however agree with Chrome Flare a bit about how the unlawful factions around your ZOI would act towards VR.
You wrote that you intend to use hacker guns etc and to be neutral with rogues but Hackers,Rogues and Mollies are buddies so if declare war on Mollies they can speak with their buddies in order not to give you stuff.
2-3 years old roleplay might be out of date in this case, because I remember when VR started they were the time actual pirate group.
Petrucci's VR have nothing to do with yours- you just share the same name with completely different goals:

Now you are not VR that smuggle Cardamine into Liberty, you are VR that hugs Liberty so does not expect your former Liberty unlawful buddies to go in bed with you so does not expect to use their guns and stuff as well.
I also highly doubt that you could file SRPs based on the old VR RP since both faction goals are so different that both are not even comparable.

You change your RP towards others but you expect that they wont change your RP towards you- quite interesting approach.
