I feel that you make mistake by connecting your VR with the old VR.The said rulings and stuff were concerned to the old VR official faction that is gone now, so the said stuff is gone as well.
May be the best example is to imagine that LN dissipaters as official faction and 1-2 years later someone decides to make pirat group with the same tag LN and demands to fly LABCs because the former LN had them. I do mean it for real- just put together old VR goals from the topic that I linked and yours and count the differences. I mean the old VR was really cool, it is sad to piss over its grave in this way trying to get stuff that actually belong to other faction bearing the same tag.

Official faction players that are often accused of elitism, never deploy them and have those weird, immersion killing "fair fight/dueling" suicidal hobbies. (yes, i've seen enough of those lolduels, where house military with overwhelming force on the field willingly loses a pilot in a duel. ffs.)
