Removing juggies from the general populace outright would cause a crapstorm of angry little zoners, and leave a little bit of a hole where people have RP'd out having colony ships.

Removing BSes from the general zoner populace would indeed cause a crapstorm of QQ, but not for the reason you state.

How many people have you seen actually RP then as colony ships?

how about we combine the ideas?

restrict the BSes as sugested before, and for those who actually will RP colony ships, put in colony liners as you suggest.

or if they so desperately need the juggie, then have jinx use the juggy model and make a modified version without guns.

so that way, those who actually have a good reason to have armed juggies have them, and everyone else has their colony ships.
