Could we just put this to a serverwide vote ...
I think you'll find that SOP is that it goes to an Admin vote for the specific request made in the OP (remove battleships from the Zoner ID). However, if the solution is to change the ship type or performance of the Nephilim and/or Aquilon, then it becomes a developer task.

No. They don't.
They have needed them in the past and will need them in the future. They've had to defend themselves against nomads, QCP, Corsairs (you know... the yalalala ones), BHG Core. And, as recent events show, zoners also need cap ships to fight other zoners.
Even if those events didnt happem, they still have reasons to own huge cap ships:
Its the main purpose of Zoners to go where no man has gone before.
No, not necessarily. They just want to live outside of the Houses. Calling them pioneering explorers is a vast over-simplification and does not reflect the desires of the entire Zoner-identifying population.

You're acting like a monkey here and are attacking someone who did some very nice contributions to the mod, including many other ships apart from the one you are mentioning, for free.

He's not attacking Jinx's ship model contributions, he's criticising the behaviour of certain other Zoner players.

Developer statement:
We acknowledge that the stipulated population of Gran Canaria is totally and utterly ludicrous relative to every other sane population statistic in the mod. Figures for GC which estimate a population in the order of billions, or even hundreds of millions, are quite inappropriate. Unfortunately, due to the lack of quality regulation for system and infocard submissions in previous years, finding and correcting incorrect infocards is a mammoth task. Therefore, I recommend that the population of the planet should be considered to be in the order of tens of millions, until a new official number is presented. GC is a sparsely-populated backwater, not a thriving hive world, and this figure includes "non-Zoner" residents of GC.
