But how is that RP? Most people don't RP their traders, so you have to depend on their ID, tag, and equipment to decide who they are.

I agree. As to maintaining radio silence, that gets you in trouble with real life police, so why wouldn't it do so here? And as far as ships, a quick question can be shot toward them asking for an explanation. If they respond adequately, let it go. If they don't, treat them as a non-trader flying that ship. (I.E. treat unresponsive trader flying pirate transport like a pirate- KoS for most law enforcement.)

It may be a little harsh, but letting it go promotes abuse. Plus, if someone genuinely RPs, there should be no problems.
