So, I'd like to continue the argument I entered in the ither now closed thread. So I reply to this:

Then you should add the term "offender" to the line to make it fool-proof, like:
-- Can demand cargo and credits from offending ships in Kansas, the Independent Worlds, Omegas, Taus, and Rheinland, and attack them if they do not comply.

OR, if you still want to pirate in Rheinland and the other independent worlds,

-- Can demand cargo and credits from offending ships in Kansas, and from any ships in the Independent Worlds, Omegas, Taus, and Rheinland, and attack them if they do not comply.

This may be more clear and it may put the traders, who scan the ID, into a more relaxed state and make them less jumpy. In my opinion, this text is misunderstandable in it's current state. I'm just saying, the current text may make traders anxious because of the piracy reason I outlined earlier.
