Well if it needs a war to get players there is still a lingering "shadow" war between the blood dragons( gc and in some extend outcasts) against samura (hogosha,farmers, ... maybe even kusari exiles since there all still true to the emperor if i read the news in kyushu and the rumors right)
Why not buff it up to a big ...... well clan(Shogunat) War with the Goverment in between while they despredly try to maintain peace in core systems .
Also it would be fun to have a system altert or added were the factions clash together (warzone with caps n stuff) like leeds was(around the jumpgate to tau 31).
