Why not buff it up to a big ...... well clan(Shogunat) War with the Goverment in between while they despredly try to maintain peace in core systems .
Also it would be fun to have a system altert or added were the factions clash together (warzone with caps n stuff) like leeds was(around the jumpgate to tau 31).
its just an idea and should be treaten as one ^^
I will say I am slightly infavor of this Idea it would make sens the Blood Dragons are Oppurtunists the Government of Kusari is really in chaos and right now the Blood Dragons could, in theory, sweep in and clean up the mess. The Exiles would not even expect it, im sure, and be caught by complete surprise. when they met Blood Dragon Forces. It could be an interesting Idea maybe others will agree.
