Because navy in real life is upholding law too.
Not in my country. We are not in war. We live in freedom. They are here to protect our borders and to protect us against foreigen enemy (if some other country atack us.) We have the police to handle criminals.

Try to get through the border without visa, yelling "I'm from <some country this one got strained relations with>, and I got guns and torpedoes in my truck".

If common criminals started flying fighter jets I'm sure the military would get involved.
