What I've went with is that the title of the ID is known to the other player inRP as what kind of person he is dealing with (although I'd play along with some undercover players such as Wilde or specific cases) but the actual lines and permissions are not. IFFless players and stuff like Xeno-IFFed Legates are still recognisable, as are IFFless IDs such as Bretonian Privateer, TAZ etc. but you can't use their restrictions as inRP knowledge.
Some of these problems are reduced with the IDs giving IFF but I'd still go by this.

As to why people are allowed to scan them ooRPly (or otherwise), you still need to know what the other player is doing outside of the rules. Knowing the ID of a Freelancer, Hacker or Outcast IDed Sabre attacking you in Kyushu possibly outside their ZoI rules is kind of important for reporting properly, upholding the rules and educating the player about what they're allowed to do.
