And as a lawful you can with enough of an excuse to kill pretty much anyone. Give them a fine for broken head-lights, try to detain them for suspicion that they have dealt with outlaws. Sure you couldn't blast them away on whim, but if they have been just some mindless powertraders they'd try to go on about their business without caring and you could take them down.

If they'd actually try to play this out, and manage to evade the cold fate, well they deserve it.

EDIT: Anyway, going back to the topic. This is just silly. If a junker is caught doing something bad he's smacked, if not he's not. I hardly see the problem that was attempted to be "fixed" and if a fix is so necessary I'd go after Agmen's suggestion.
