this idea has problems - what are your aims? Uniting the houses against an enemy who no longer exists? who will you fight? SCRA (hmm ok) Nommies (also ok, but could do this as the order), pirates (blam - server police).
without putting pirates on the list, you have too few enemies. if you put pirates on the list, you have become server police.
there are lots of factions that need activity boost (i.e. anything north of gallileo). I can't see this one surviving until the spring.
But there is gallia, especially now in 4.87 they've come too near. Also never underestimate the SCRA or Nomads though. Also the process of uniting the Houses has also political parts, much of RP which has to be done and goals that needs to be achieved, maybe missions which officials give us in order to gain their trust and inside roles with the Civilians.

Than we'd stick with Alliance.
But Gallia was part of alliance and, according to the lore, was left behind and somehow escaped Sol-Nova. If your stated mission is to reunite the alliance, why on earth would you attack it?
SCRA is a small faction. it won't give you enough activity to be their counterfaction (like sairs/OC, or nomads/order), there aren't enough of them.
nomads are really really hard to RP, and as a consequence, there are very few of them also.
SCRA/Nomads aren't enough enemies, and without enemies you will end up Rping diplomatic conferences across sirius, and that's not going to be enough to keep a faction alive.
