I assume you don't mean this literally, obviously anything larger than mercenary groups has lots of strength that is not represented by players.
You did bring up my main point, you're pretty much a lobbyist group rather than something with any military might to do anything other than shoot up a few ships now and then.
Since it's been mentioned, there are still plenty of shoot-y things to do as Bundschuh with the Rheinland lawfuls, Corsairs, generic pirates and now those greedy Unioners to shoot. Just less targeting of civilians, although even then there are a few options (and of course RP/lack of consideration for it brings even more). Give the VWA a look if you are interested in getting involved there.
