It could have been generalised to mean all the Houses, but I did think it was fairly clear.
Onto your questions though, sure you can include the Colonials in your ideals. That doesn't mean we'd be particularly interested though, and once again, I don't think any of the other houses would be either. The only real way any of these wars is going to end is with the military defeat of one side and/or a change in governing of the House, which has only happened with the Republic of Kusari and Gallia so far, or perhaps if the routes are totally cut off. Before anyone gets excited, Gallia is not getting blocked off
You can be idealistic about Gallia joining in, but that is especially not going to work because they were only gearing up for war since arrival, whereas the other wars are 'based on new ideas' that could conceivably be solved. The Council were originally created by people who wished to reveal the existence of Gallia to the other houses peacefully, rather than appearing with a massive fleet, so if they were assisted to power then they would be interested in trade. Again, probably not in becoming a new Alliance though.
