I don't realy think the Councils intention is to unite the houses... We had this conversation before and we clearly pointed out that Councils interest is for the people of Gallia. but they saw gallia as part of the alliance, they knew this "alliance betrayed france" is just a myth made up by the royalists to justify a useless war of aggression against two nations, and they feel gallia as a part of the alliance. So I think the Council would make more sense in this. Well as we've pointed out, we can't do much for gallia in our current state anyway, the 4 houses are the most important part and I think the Council would make a realy nice ally in order to unite the houses, even if its not their intention, they've managed to get most of the Houses neutral, it would be a start.
I've been so far viewing this "betrayal" issue from a Council point of view as something actually happened, but happened a millennia ago, and thus for that Gallia isn't actually punishing the ones at fault, but their descendants, the wrong people. Bringing up a thousand year old betrayal doesn't seem to be a valid reason to start a war against two Houses, but the Council does consider this betrayal as part of Gallic and Alliance history.
Unless the devs got anything to comment on it, this will be the case.
But then again, as much as this betrayal is of the past, so is the Alliance, the Council aims towards a free Gallic Republic and peace with other Houses, but this may not automatically mean union.
As long as you are against the Gallic Royalty and military and authorial forces financed and controlled by the Crown while you are not hostile to Council and allies of Council in this conflict, the Council welcomes any approach, be it commercial, informational or militarily cooperative.
